Dragon posted the following posted here on Bruce and rc's Forum on Feb-4, in a response to a post about tax breaks for motorcycles, see here.
We want to thank Dragon for bringing us back on task. We posted quite awhile back about various pay per mile schemes that were being tested in Florida and other states. One of our primary concerns was
violation of the 4th amendment of the constitution. But for those more concerned with pocket books than constitutional rights I have yet to figure out or seen it explained how the price per mile would be figured per vehicle driven. Would a motorcycle subsidize and SUV.
Much of this came up when oil skyrocketed, people cut back on their driving and state gas sales tax took a hit. So now we have a perfect storm scenario. States can get their money not based on mpg but miles traveled and track your whereabouts at the same time.
Now we thought this was like way insane and folk would not put up with having tracking devices stuck on their vehicles. But then silly us, we are still wondering why we turned the banks over to the government when the government couldn't make money on a whore house?
Alas, Dragon sends us a link showing how fast technology and the government can move when it figures out how to get your money and rights at the same time. Whoa dudes and dudettes, we are falling way behind.Add to Technorati Favorites
I have to wonder of the possibility of this even ever happening (tax breaks / other incentives for fuel-thriftiness).
Case in point, I have been hearing a lot of coverage of government and "the industry" striving to equip GPS modules in vehicles, in all new cars.....
Prevailing theories for this are of mileage-traveled tracking.....for TAXing purposes.
Remember how the sheeple were so obedient and considerate and all bought into this doomsday scenario of the gas-guzzing SUV so they all bought super-efficient tiny cars, hybrids, and (oh the horror of it all) just started driving less...
Hence, using / buying less gas (which = paying less fuel taxes).
So, now "big brother" can track your mileage and equitably collect taxes based on that data.
As a wise man once said, just cause yer paranoid (and / or listen to talk radio) dont mean they aint all out to get ya.

NOTE THE BIG "OR the general operations of the department". They are covering this baby from all angles. See they call this a "motorcycle safety education fee." See look above . We put it in red. Then they say, read the green (green cause it means cash gone..........). See I'm having difficulties understanding this. Is this a "non -refundable motorcycle safety education fee", or a "we will figure out where we want to use it fee"? One thing is fer sure though, it is nonrefundable!
Private trailer use fee's go up:
Trailering bikes to rally's just became more expensive. Ah hell, leave the bike at home, the rv has a 52" plasma screen T.V.

320.08 License taxes.--Except as otherwise provided herein, there are hereby levied and imposed annual license taxes for the operation of motor vehicles, mopeds, motorized bicycles as defined in s. 316.003(2), and mobile homes, as defined in s. 320.01, which shall be paid to and collected by the department or its agent upon the registration or renewal of registration of the following:
(1) MOTORCYCLES AND MOPEDS.-- 18
(a) Any motorcycle: $20 $10(deleted) flat. 19
(b) Any moped: $15 $5(deleted) flat. 20
(c) Upon registration of any motorcycle, motor-driven cycle, or moped there shall be paid in addition to the license taxes specified in this subsection a nonrefundable motorcycle safety education fee in the amount of $2.50. The proceeds of such additional fee shall be deposited in the Highway Safety
Operating Trust Fund to fund a motorcycle driver improvement program implemented pursuant to s. 322.025, the Florida Motorcycle Safety Education Program established in s. 322.0255, or the general operations of the department.

Another Biker in the Winds mother tells her story
May 8, 2002 is a day no mother ever wants to say they will never forget. For me this is the day that haunts me each and everyday. This isn't my child's Birthday, but his Death Date. He was pronounced DEAD on this day at 10:05 PM

Being a young energetic teenager my son was a very active young man. Not long turning 18 and dreaming of one day having a motorcycle. Two weeks prior to his crash he had purchased a used Yamaha and had plan on refinishing it. He had many off road motorcycles, four-wheelers growing up and wanted to complete his fun of riding on the roadways.
Kris was a young man, working two jobs, going to TCC for his GED and still finding time for his love of Baseball, he rode his bike to one of his baseball games where we loved to watch him play and have his little sister enjoy the big brother role. After the game Kris and some friends went to a local Fast Food Restaurant on Capital Circle NE ate left for home. But unfortunately Kris never got the opportunity to come back home.
All of this is what we were told from friends at the scene, witnesses and what the Police Department Concluded.
At the intersection of Capital Circle NE and Centerville Road he had the right of way as he got close to the light the light turned yellow and had no time to stop. A car had just turned left in front of him as they did the vehicle directly behind them turned too and failed to yield, and turned in front of our son causing the crash.
Our son was knocked unconscious for a few minutes and then regained some alertness. Police showed up and was working the scene, the ambulance came to take Kris. We in the meantime had just arrived home when my husband stated he needed to talk to Kris and called his cell phone and a female answered. We knew that didn't seem right and she told us he had been hurt. We went to TMH where he was taken and saw the unimaginable and unexpected things a parents should never have to see or want to see. Less than an hour later he's gone. We never got to speak to him or to let him know we were there, but did get to be with him although it was not enough for a parent to sit back and say Goodbye to a child that way.
We had to find out what happened and did our own search when we felt that we were not getting answers. After finding out that the young lady who caused the crash, never received a citation nor was checked for driving under the influence nor was she still at the scene more than about 10 minutes after the crash. We found out they let her go before our son ever left by ambulance, now something is wrong with this situation.
Our son is dead and she left before he did and was never questioned by the investigator, nor checked for anything OR given a citation for "FAILING TO YIELD" which is a violation. It took more than 5 months for us to push the issue for her to receive a citation for it to be thrown out in court, "no witnesses" oh sorry my son died that's why he's not in court, and she pleaded the 5th!
DO YOU SEE WHAT'S WRONG HERE? SHE TOOK A PRECIOUS LIFE YET SHE DIDN'T PAY A FINE, DIDN'T RECEIVE ANY POINTS ON HER LICENSE NOR DID SHE EVEN SAY "SORRY" FOR KILLING HIM.
How will anyone learn from this horrible mistake if they don't get punished? It's a LIFE that was taken and yet it's as if our son's life means nothing to anyone especially the young lady who drove carelessly and took him from us. Besides her driving record said it all! It's happened more than once!
So we need to ENFORCE others to take RESPONSIBILITY for their ACTIONS!
SENATE BILL 968 NEEDS TO HELP THOSE WHO CAN'T SPEAK FOR THEMSELVES AND FOR US "THE PARENTS" WHO ARE LEFT WITH NO CHILD TO HOLD AND HOPE THAT OTHERS FACE SOME KIND OF PUNISHMENT SO WE HOPE THEY WILL LEARN FROM THEIR MISTAKE!

Contacted Garcia's office 3:55pm this date. Was told that Representative Evers should be filing companion bill to SB968 today. Offered our help in anyway possible discussed with them how we could be helpful and offered our assistance in any way possible. Advised them we have representatives from various groups that wish to be represented including mothers of motorcyclists who have been fatally injured by motorists w/ little consequence and when would be a good time to have people show up.
Immediately after speaking with Garcias office spoke with Representative Evers office. Was advised by aide "Tim" that they have been sitting on the bill for sometime (Reichenbach has been aware of how long they have been sitting on the bill) . When I advised him that Garcia's office said Evers would be filing it today he stated then we will be filing it today. No bill number as of yet.
Offered him same assistance as Garcias office. He agreed to update me as to when committee hearings re the bill comes up as that would be a good time to have speakers speak or we could arrange to have them meet with the Senator/Representative. Speaking in front of the committees, especially the mothers has more impact.
It is imperative that the AMA send out an alert like they said they would. It is imperative that Evers office hear from as many as possible asap. Ask them if they have filed the the companion bill to 968 (stiffer penalties bill) and if so what number has it been assigned. Calling at this time may be most effective.
