The war powers act and a Nation in decline, lessons from the east

The New York times  reports that among the General Public:
There is no partisan disagreement when it comes to the military operation itself: 70 percent of both Republicans and Democrats and 65 percent of independents approve of the missile and airstrikes. Three-quarters of the public think the campaign to enforce a no-fly zone authorized by the United Nations Security Council will be effective, but only 20 percent expect it to be very effective in protecting civilians and rebels from Colonel Qaddafi’s forces.
The Times also reports that a number of members of congress on both sides of the aisle are ticked off because they weren't consulted with or allowed to debate the decision to engage in the air strikes.  Democrat Dennis Kucinich believes Obama has committed an impeachable offense.

More than one President has used the War Powers act (a good discussion of the war powers act on CNN can be found by following the link.) permission to engage troops in battle.  Despite an apparent constitutional conflict  with the War Powers Act, the Supreme Court has to date, refused to add any clarity to the issue.

What remains sacrosanct however is the right of the congress to withhold funding for any action the President may engage us in that is not supported.  Granted, this can be seen has closing the barn door after the horse is out.  Maybe not such a good idea in times of nuclear weapons.

However there is a bigger problem.  The U.S. government has degenerated from a problem solving, constitutionally governing body to a corrupt, impotent, political agenda motivated body.  A congress so polarized that they are unable to conduct even the "normal" business of government, such as agreeing on a budget.

This congress has demonstrated that even in times of crises, i.e. "JOBS/economy," that they have no qualms allowing the people to suffer as they fight over each others particular  brand of ideology regarding the suffering.  As a result, the traditional American agenda has been lost, i.e. individual rights and liberty.

We can't however blame the current state of affairs on government as, "we the people" are the government and for to long have been silent or participated in this degradation of American values.

It would appear that the people of many nations are engaging  in acts associated with a "Declaration of Independence" in that,
